Prime Minister, Shri Narendra Modi

The country’s government plays a crucial role in determining the health and quality of life of the country. The preparedness for dangers, collecting and allocating resources in public health all enhance the country’s health. The Indian Government has come up with a new idea to cope with health issues.

The Union Cabinet has approved a reserve fund known as ‘Pradhan Mantri Swasthya Suraksha Nidhi’ or PMSSN last Wednesday. This fund possesses a remarkable quality of being a non-reserve fund. The proceeds for the fund will come from the health and education cess levied under the Finance Act, 2007. The parts of health from the above cess will be credited into the PMSSN fund.

The accountability of the reserve fund will be under the Health Ministry. All the initial expenditure will be taken out from this fund and further from budgets if needed. The Health Ministry is responsible for the administration and maintenance of the PMSSN fund.

The finance minister also announced three years back that 3 percent cess will be replaced with 4 percent over health and education and it will enhance the Ayushman Bharat Scheme.

This fund will ensure the procurement of proper resources for the benefit of society. It will ultimately make health care affordable for all the strata of society. This amount of fund does not lapse at the year-end is the key quality of the fund.

The fund will be utilized in medical emergencies, disaster preparedness and to assist future schemes laid for sustainable growth under the National Health Mission.

According to the statement of the government, the fund can also be utilized under these schemes:

  • Health and Wellness Centres
  • Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana
  • Pradhan Mantri Swasthya Suraksha Yojana
  • National Health Mission
